Dr Anthony J. M. (“Tony”) Vickers

Dr Tony Vickers is a Chartered Geomaticist, civil engineer, and fiscal policy scholar whose work bridges geographic information science (GIS), mass property appraisal, and the political economy of Land Value Taxation (LVT). Across four continents — in civil construction, military survey, national mapping, local government, and academic research — he has championed transparent spatial information as a foundation for fair taxation and sustainable urban governance.

Career & Research Chronology

1. 1969 – 1979 · Civil Engineering & Infrastructure
   BSc (Hons.) Civil Engineering & Site Engineering Practice
   Graduated in Civil Engineering (Brighton, 1969) and worked on major UK civil construction and underground utility mapping projects in Bristol and Southern England, experiencing first-hand the costs of fragmented subterranean and cadastral records.
2. 1980 – 1994 · Royal Engineers Survey, Ordnance Survey & Hong Kong
   British Army Survey Officer & Chief Geographic Officer, British Forces Hong Kong
   Served in the Royal Engineers Survey branch, including secondment as Digital Data Marketing Manager at Ordnance Survey during Britain’s transition to digital mapping, exchange service with the Royal Australian Survey Corps, and appointment as Chief Geographic Officer in Hong Kong and MOD Geographic Adviser for the Asia-Pacific region. Awarded the MSc in Land Information Systems with Distinction at Hong Kong Polytechnic University (1994), studying Hong Kong’s public land-lease revenue model.
3. 1995 – 2002 · Modern Maps, Local Governance & Henry George Foundation
   Founder of Modern Maps · West Berkshire Councillor · Chief Executive, HGF
   Founded Modern Maps geospatial consultancy in Newbury (1995). Served as an elected Member of West Berkshire Council (1997–2005, Planning & Highways) and as Chief Executive of the Henry George Foundation of Great Britain (1998–2002) and Editor of Land & Liberty.
4. 2001 – 2007 · Lincoln Institute Fellowships & Location Matters
   Three-Time David C. Lincoln Fellow in Land Value Taxation
   Awarded three consecutive fellowships at the Lincoln Institute of Land Policy (Cambridge, MA), leading landmark applied UK studies including the Liverpool Smart-Tax Business Improvement District blueprint, Jubilee Line Extension land-value capture research, and the Oxfordshire / Vale of White Horse LVT trial. Co-edited Land Value Taxation in Britain (2004) and authored Location Matters: Recycling Britain’s Wealth (Shepheard-Walwyn, 2007).
5. 2003 – 2011+ · Kingston University PhD, LSBU & Professional Land Reform Group
   Doctorate on Visualising Landvaluescape & PLRG Leadership
   Completed his doctoral thesis Visualising Landvaluescape: Developing the Concept for Britain at Kingston University’s School of Surveying & Planning (2009, supervised by Prof. Sarah Sayce FRICS & Prof. Munir Morad). Contributed to national NLUD brownfield and CLG residential garden land studies, advised UN-HABITAT’s Global Land Tool Network, served on the Association for Geographic Information (AGI) Council, and co-founded the cross-party, interdisciplinary Professional Land Reform Group (PLRG).
